I have owned many businesses but this was not one of them. It is hard to set up and costly and you have lots of competition from the big guys which are franchises like Hertz, Dollar, Avis etc.
Many people use these big companies because they get perks or their company uses them exclusively. Much of the business nowadays for rental car companies is Big Business (Intel, Microsoft, Disney, MGM etc). The employees travel and pick up cars at different locations all paid for my the company. These companies only use the TOP GUNS like Hertz.
That leaves you with the little guys who want cheap rentals and the insurance company payments for car body repairs.
Most states have a 25 yrs old minimum age to rent a car for insurance reasons. Also the insurance for a business like this is super high and can make you are break you. Check with a reputable company like Allstate for a quote. Check with the local Chamber to find out how many rental companies there are in your area.
