I don't know of any specific places that are cheap, but if you can avoid renting at the airport that will save you money. There are additional fees and taxes on rental cars that are picked up at airport facilities, so try to rent from locations that are away from the airport. Hertz and Enterprise often have non-airport locations.

I rent from Enterprise and their rates are always reasonable IMHO. I agree with avoiding the airports and trying a major travel site such as priceline.com or travelocity.com is a good way to save. Some of the big travel sites give you a discount if you book a flight and car or car and hotel together thru them.
