What is minimum the age for driving a rental car in Illinois?

My friend and I are planning a road trip for next summer to Six Flags Great America. I live out of state (used to live in IL) , and therefore may have to use my parents' rental car. I thought the minimum age was 25 to drive a rental. However, my cousin drove a rental car recently and he is 21. So what is the actual minimum age to drive a rental car? Generally, most rental companies will not rent to anyone under the age of 25.

You can rent with most companies if you are 21 for an extra fee (Usually $25 per day extra) The minimum age for an ADDITIONAL DRIVER (which is what you would be considered on your parents' rental car) is 25 and you must have a credit card as well. Enterprise will allow you to Rent a car starting at 21 and has a Underage fee of $15 a day. We did that to go up to Chicago not too long ago.
