Do Rental cars have speed-limiting devices on them like a ';governor'; or things like that?

I'm thinking of buying a rental vehicle. Are there things that rental companies do to their cars to reduce the factory-set speed and pick-up?Do Rental cars have speed-limiting devices on them like a ';governor'; or things like that?
Surprisingly, most people don't know that rental cars are built to be 'rental cars'. Some do have restrictors, hidden GPS systems and lower quality interiors. I doubt that they remove anything (other that the GPS). Also, rentals are driven very hard and aren't maintained as good as a regular car.
