I worked for a rental car agency (Budget) last year. The minimum age for rental was the same for all states except New York. The minimum age also varies based on your situation.





General rentals: minimum renter age is 21, with an ';underage fee'; for drivers under 25. Additional driver(s) must be 25 or older. (I think the underage fee is $25 per day. I never had to input that because the computer figured it automatically based on date of birth.)





Official government business rentals: minimum renter age is 18 with no underage fees. Must have official government travel orders.





Insurance replacement rentals: I think the minimum renter age is either 18 or 21, but I may be mistaken. Most times, the insurance company pays for the entire rental.





Officially, the only people allowed to drive rental cars are the people listed on the rental agreement. In reality, anyone can drive the rental car. But... if anything happens to the rental car, the people on the rental agreement are held 100% responsible regardless of who is driving the car.

Sorry can not comment on the state law, but I would say it is 18 or 21. My experience is that most of the major rental companies have a min age of 25. Any listed driver would have to be over 25. Again, I recall parents used to get prior approval for me to drive a rental car when I was under 25, but they had to be in the car.


Some used to allow a lower age with prior approval where if you joined the club and they validated your driving record and insurance, but that was over 10 years ago.


You will have to check the policy of each company. Some local rental companies my be more flexible.
